Use Article V to get the Federal lands returned to the States as the Constitution requires – States could then develop the natural resources and use the money to pay off national debt after they stop the Feds from spending like wild kids on Easter vacation.   2. He may be correct that it has peaked or is nearing a peak. Price is down and dropping, supply is ample for demand, so production may be levelling off based on demand. In that sense, it has peaked.
