I believe that you should have written “If only there were, anything close to $100 billion in the Green Climate Fund”. Use of was is only appropriate if the conclusion is possible, otherwise the statement is subjunctive and “were” is appropriate in that case. Though, the subjunctive is disappearing from the English language.
