I think France’s FM is the one who is confused about the term ‘legally binding’, and needs to be reminded about the word ‘sovereign.’ To be legally bind, a *law* needs to be enacted by a government, which is then a legal contract between the government and the people it governs. I doubt a “treaty” would get past the U.S. Senate. Obama cannot allow it to be called one.
