French government calls John Kerry ‘confused’ over legally binding nature of Paris treaty Kerry said yesterday that the treaty was not legally binding. Reuters reports: Share this:EmailPrintTwitterFacebookMoreLinkedInPinterestTumblrReddit
I think France’s FM is the one who is confused about the term ‘legally binding’, and needs to be reminded about the word ‘sovereign.’ To be legally bind, a *law* needs to be enacted by a government, which is then a legal contract between the government and the people it governs. The *postscript* to a conference itself is neither an act of a government nor a binding contract.

I doubt a “treaty” would get past the U.S. Senate. Obama cannot allow it to be called one.
