But Sen. Mark Kirk (R-Ill.), who was one of eight Republicans to vote for Waxman-Markey in 2009 and is up for re-election in 2016 said:
The strategic picture on [climate] has changed considerably. People’s preferences in voting are exclusively related to the economy, not to climate change.
