  1. Missing from this narrative is the fact that FDA routinely evaluated, (for BATF), the safety of non-tobacco components of cigarettes, including menthol and other flavorings, as well as components of filters and paper long before FDA was given the tobacco mandate.

    Admittedly, evaluating inhaled components was more difficult than evaluating the ingested components. However, there were no red flags raised on the safety of menthol.
