Obummer only controls a few feet of the pipeline…where it crosses the boarder. All the states have already approved the domestic sections. So why not go forward building it, and just leave unbuilt the segment crossing the boarder? They can then leave it to Obummer if he wants to approve the last few feet, otherwise they can just offload the oil to trucks/rail, transport it a few hundred feet, and reload back to the pipeline. Obummer can then take the blame for blocking a few feet of pipeline that will obviously reduce emissions and costs. Otherwise Keystone will wait in limbo indefinitely, or until the Canadians decide instead to just sell the oil to the Chinese.
