  1. It started with the first EPA director Ruckelshaus. He overruled the Sweeney decision (not to ban DDT) despite never having attended any of the hearings and later admitted to never having read any of the transcripts. It was a “political” decision. This practice of “integrity” has continued since.

  2. When you’re down to cheating on your integrity program, you’re pretty much as low as you can get.
