What does he seek to achieve, with a truism like that? One could as well say, “If your child gets asthma, the Elbonian Government doesn’t pay”. Or, “If your child doesn’t get asthma, the fossile industry doesn’t pay”. So many possibilities, and all are true! A great way to restore credibility. Just keep saying something that is utterly true for a while.
