It is easier to exploit a hypothetical threat than a real one. I think I read something to that effect in one of your books.
Maybe it should be… especially when it comes to hypothetical threats?
The efficacy of the tetanus vaccine (which is not a vaccine, but is arbitrarily called so) has never been proven, there has never been a clinical trial of it, yet it is mandated by all governments on this planet, and has been for nearly a century. The lack of efficacy (or basic knowledge) is never a deterrent.
