So I was correct that the encrypted archive was the e-mails that were redacted from the releases.
Using diction to determine the identity: For reasons I cannot explain, I’m reading this with an Indian accent. However some of the wording “us in the Western World” specifically, seems to indicate that FOIA is European, while others “endeavor” (note, no U) indicate that he speaks American English. This could be deliberate to throw people off.
I use “he” with certainty because not only does he sign Mr, but the gender genie comes up with 72% likelyhood of masculinty for informal dialog. Interestingly, the formal analysis is 49% female, which can indicate European dialect.
