That would make it rare to get a quorum, which is more feature than bug in your plan.
The bill’s sponsor acknowledges that it’s a bit of showboating but he wants to make a statement about proposing foolish legislation or legislation that is actually unlawful. Problem is, of course, there’s a lot of foolish and unlawful legislation already in place.
