After Penn State and Climategate would you trust Pennsylvania academia?
Good way to delay it while appearing not to deny your citizens the benefits of new jobs and the like.
Clearly, a make-work project since the conclusion is foregone: fracking is bad.
Everybody wants more research on everything so getting paid for it is not news.
