Central planning is one of the major policies that brought about the collapse of the Soviet Union. It is a dead duck! It was tried for seventy years and it was a flop. Why try to resurect it.
This is why I gave up reading Scientific American. It was one of 2 science mags I read (Discover & SCIAM). I have since found others.
As soon as SCIAM folds the rats will jump ship & try to infect other Science magazines.,
