To avoid $15 million in capital costs and and additional $5 million in annual operating costs caused by Obama EPA’s new CSAPR), Citizens Energy in replacing a coal-fired steam plant in Indianapolis with a natural gas-powered one.
The move will cost 34 employees their jobs.
Swapping gas for coal is not free — just cheaper than complying with CSAPR.
