While Axios doesn’t outright claim that the whales deaths are related to global warming, that certainly is the implication as Axios is a political news web site and does not ordinarily concern itself with marine biology.
It only took a quick search to turn up this Los Angeles Times article from 20 years ago this week. The headline provides an more likely but less political explanation applicable to the current gray whale deaths:
