It is interesting how the IG ignores the core problem. Specifically that the EPA issued the report before any requirement for the report had been generated. In other words, the EPA pre-empted the companies requirement for a report by releasing its own. And somehow the fact that the report was generated doesnt show bias. You have to wonder exactly what world the EPA IG lives in.
