Does this surprise anyone? When the sequester led to a 3-5% drop in the projected increase in the projected budgets for different agencies, people were hard pressed to find any government employees who had lost their job or even lost work hours in the DC area. However, contractors who implemented many programs saw budget cuts of 20% or more and recipients who the programs were targeted for help saw cuts of 35%. The administrators and well connected always come first.
