Can you figure out why this GOP strategy, like all the others save one, is doomed to fail?
Here’s the first paragraph of the Washington Examiner report:
So this trick would require that Obama sign a GOP-passed bill to change the Clean Air Act to thwart his Clean Power Plan. He’s not going to do that.
The GOP’s only power over Obama and his EPA is Congress’ power of the purse. But since the GOP has ruled out a government shutdown, it has no power. So there will be no bill. This trick is a waste of time.
