I can do this orthopedic surgeon one or two better, since I have practiced 42 years now and join him in his frustration with healthcare by apparatchiks.

The elites started with tearing down the best medical care system in the world
Too expensive, not accessible, unsafe, poor quality.
So the sick American Health Care system needed a fix–who do you call–why of course, the elites.
Socialists know that taking down the capitalist system and installing an administrative welfare state is best done to inlude taking over healthcare.
So here we are and the left, the socialists are not really concerned with the disasterous rollout of Obamacare, they got the power and they can always say–well the system is broken–we must act. It must be fixed and we are the smartest guys in the room–because we say so, and we got the power and the money. We are from the gov and we’re here to help.
