“Impacts” are not always negative, “water resources” is any water on or near the continent, and “potential” is a very different word from “likelihood”. The deliberate use of subjective metrics allows them to selectively enforce their own laws. Anyone with an imagination can come up with a wild scenario where something could go wrong and have some conceivable effect on water. This sort of policy is what allows pressure groups to fight progress with decade long legal battles. Meanwhile the uninformed voters are just looking at it thinking “I support clean water.”
