The New York Times reports:
One issue much cited by the climate doubters is the slowdown in global warming that has occurred over the past 15 years. The report acknowledged that it was not fully understood, but said such pauses had occurred in the past and the natural variability of climate was a likely explanation.
“People think that global warming means every year is going to be warmer than the year before,” said Gerald A. Meehl, an American scientist who helped write the report. “It’s more like a stair-step kind of thing.”

Details are in the posts at my blog. The truth is that, using the earthquakes as a pretext, our government is compulsorily moving people out of residential areas, whether their home is written off, damaged or undamaged.
They are also similarly acquiring the CBD and are in the process of demolishing properties that are not only undamaged but also properties that have been repaired. These properties were currently operating and are privately owned. If you look on my blog, you will see that they have this plan which on P41 states quite clearly that the new city will be a sustainable city, quoting agenda 21 at some length.
Furthermore, recently they have announced figures of how many residents they will cram in to their CBD. As this is another Agenda 21 policy, I predicted this some time ago. Whats not in my blog yet is that they appear to be taking land off farmers labeling this land “wetlands” and fining farmers for trying to drain their own property as the swamp encroaches further onto their land. As about 40% of NZ farms are drained swamps and the rest will have some area of drained swamp associated with their farm, it looks like rural NZ is in danger as well.

Stair-step? You mean like that graph at Skeptical Science that shows the foolish skeptics seeing steps in the temperature record and the all-knowing climate scientists say ONLY a straight line is right. Someone get ahold of SkS so they can straighten this misguided person out immediately.
I didn’t quite understand your post though. If they are reengineering the town that is one thing. If they are requiring insulation in the walls and roof, because that is the new standard, it is another – wouldn’t have a cow about the second.
AGW [anthropogenic global warming] might be deservedly on its knees but it is but a smoke screen.
The real danger is Agenda 21 which wants to institute all the things that AGW threatened us with and more. The only thing is that its more subtle – it is creeping into our society as we speak.
In my country it is in our legislation, local government and education.
