The White House has requested a vote in Congress before going to war in Syria. The Obama administration should do the same before it declares a war on coal. The Environmental Protection Agency will issue emissions caps as early as this week that will effectively ban the construction of new coal plants in the United States. The move threatens the source of 40 percent of America’s electricity generation, sidelines a cheap source of power and endangers jobs in coal-producing states like Pennsylvania, Ohio, West Virginia, and Kentucky.
