Considering that cap and trade never was meant to reduce greenhouse gases only to shuffle money around I guess what is broken is the shuffling. Europe is a mess thanks in great most part to the corrupt EU govt.
Cap and trade is one of the most amzing chimeras of my lifetime, and I’ve seen Scientology and Jenny McCarthy’s vaccine campaign. It’s a government-sponsored fools’ market that rearranges money and destroys wealth by “trading” in something that doesn’t really exist and has no value.
And then Europeans wonder why they have high unemployment and the revenues to support their welfare states have failed.
