The State of the Union message is constitutionally mandated — but not the address itself; that tradition runs back around a century. The custom is to report annually but even this is open in the Constitution.
As for responding to the SOTU message — its Constitutional nature has nothing to do with responding to it. Political parties have been responding to their opponents’ SOTU speeches for, it seems to me, all my life.
Saying that global warming is not real is a refreshing and important point to make, and make again, and keep making.
