  1. Personal insurance should pay for individuals losses; government should pay for lost government infrastructure, such as roads and bridges.

    I.e., a disaster should not involve Congress, unless infrastructure damages are beyond budget. Since DC hasn’t had a budget in 4 years, Congress shouldn’t be involved.
