Let me see if I can guess what will happen. The US will loan the Company from China money that we borrowed from China, and when they go bankrupt, because they cannot compete against another company in China, we will have to borrow more money from China to pay off the bad loan made to a company from China.

They do, which is why the factory — if it gets built at all — will probably be staffed with Chinese (or Indians, or Mexicans, or you-name-it).
The operative word is “may”.
The operative word is “build.” The word “operate” does not appear. Stand by for subsidies, tax holidays, loan guarantees, and photo ops.
