(not corn) Monarch butterfly adults winter over in Mexico because they are not a winter hardy species, and migrate north to complete their life cycle, as they have done since before recorded history. If there is a real problem for the Monarch butterfly, then why don't I see tracts of land declared butterfly sanctuaries and planted in thousands and thousands of acres of milkweed plants? We have sanctuaries for all kinds of animals, even unspecified wildlife.
