Jackson (Windsor) probably did conduct herself according to EPA’s standards of ethics. My experience with EPA’s ethics is that they can conduct illegal discovery with impunity and can get caught in perjury and admit to that perjury before an Adminstrative Law Judge without any penalty or admonishment. Jackson lived up to the EPA’s very low standards.
