There are some non sequitors in the article — e.g., it says that the social conditions are poor because of the tsunami but I bet these villages were poor, and may have used blast fishing, long before the tsunami.
The general idea of controlling the fish harvest and maintaining the reefs may well be valid. Sir Richard is a wealthy adventurer but he may be right on this point.
The key would be to offer the communities valid alternatives. I don’t know what those are.
