Everybody wants more research on everything so getting paid for it is not news.
Clearly, a make-work project since the conclusion is foregone: fracking is bad.
Good way to delay it while appearing not to deny your citizens the benefits of new jobs and the like.

Maryland taxpayers are far more generous in funding government bureaucrats than those in Pennsylvania. Thus, a study in Maryland, jobs in Pennsylvania. It’s the will of the people in Maryland.
