Mitt Romney is unveiling an energy plan aimed at making the United States independent of overseas oil by 2020 — giving himself seven years to achieve a goal of energy self-sufficiency that has eluded every president since Richard Nixon.
The 21-page plan, which Romney plans to outline Thursday during a speech in Hobbs, N.M., offers few new policy proposals. Instead, it echoes familiar themes from Romney’s existing energy platform and the traditional GOP agenda, including expanded offshore drilling, approval of the Keystone XL pipeline and a loosening of environmental regulations.
