The only difference between this and the ongoing international efforts (REACH, GHS) and independent national efforts (China REACH, Korea REACH, India Chemical Policy, etc.) is that the other efforts seek to hamstring chemical importers, producers, and industrial users directly. This one seems aimed at blackmailing the investors that support the chemical industry.
    I must admit this is a well-aimed shot for someone seeking to cripple an entire economy; the chemical industry and the energy industry are the only major industrial sectors upon which ALL other industrial sectors depend.
